With the ASP coming out soon, I wanna know if the hilts allow in-hilt charging without having to drill a hole yourself.

From what I've read the answer is "No" at the start. Supposedly there is a planned expansion coming later that might include the ability to install the in hilt recharge but the details aren't locked down yet.
There might have been new information since but thats the last thing I read a few months back. |

The ASP electronics kits do not have in hilt recharge yet, but the switch has both holes drilled - currently a dummy switch is installed in the bottom one.
Phil stated on the Saberforge and Custom Sabers FB that in hilt recharge is planned for the next generation of electronics kits, so it should be possible to upgrade when that's released. |
