I know the standard is 1 inch OD, But i keep seeing smaller sized like 7/8 inch and 3/4 inch. who uses these and why?

Not sure about 3/4 blades, but Korbanth sabers use 7/8ths. They're fine, just don't duel against a 1in blade with one, it will shatter the smaller blade.

I assume that since they are not dueling blades, the thinner walls allow them to shine a bit brighter. Is this correct?

they are also a lot lighter so you can twirl them faster without getting as tired.

Just got my force FX yoda saber, and the blade is 7/8 inch. and it seems like it should be the standard, its more screen accurate for the original trilogy. is there a way i could get a prodigal son with a 7/8 blade? its a thin neck anyway.
