No, they're completely different boards. As far as I know, the import board doesn't have any adjustable settings, other than changing fonts. It's got 3 fonts, whereas the USA board has 2. The import board has a deep sleep mode for power saving, the USA one requires a kill key for power saving. The import board also has something like flash on clash, and it appears to use a quick drain battery, just like the SaberCore 3.0. The USA board doesn't have flash on clash but has a pulse mode and uses a standard 18650 with a protection circuit.
Now, I don't own a saber with either, but I have one with the USA board on order. However, just from the feature video, it seems to me that the import one doesn't have quite as good audio quality, or at least the fonts sound slightly different. It all comes down to what you want in a saber board. How important is a slight bump in audio quality vs one less font? How important are the pulse, volume, etc. settings vs flash on clash and power saving? There's only a $10 price difference between the boards. However, the original poster wanted as cheap as possible.

Erm, you may want to add a charger for $15, bro. You can't guarantee a charger from somewhere else will have the correct power requirements.
