Just a suggestion, one which may not work in all cases, but have you considered shipping rather that packing it? It may or may not cost more but it will cut down on the potential hassle a whole bunch.
Other than that I'd suggest a gun case that is travel approved. That may raise some eyebrows depending on where you are traveling to and/ or from, but a good one will be well padded and protect all of your saber gear. Even the cases SF sells are used by many as pistol cases. It might be a good idea to label everything, "Prop lightsaber," etc.----the people who do the screenings for security are not the brightest in my experience.
