I looked everywhere for a stand like this too, I found a few places that done them, if you have a look on Google you should get a few results.
Alternatively, you could find out if there are any companies near you that do display stands and stuff for stores and show the the picture you have and see if they'd be willing to do it for you. That's what I done and I'll be ordering it when my saber arrives.

It was around $25. It holds two saber hilts. The account I bought them from had different versions in different colors. Some hold up to five sabers. Again, they're nothing fancy, but they do the job.
