I recently noticed the gold thin neck part on my exalted is starting to look a little tarnished/dis-colored. Any tips on how to clean/restore the color and remove the tarnishing without damaging the saber?

Good topic, I'd imagine we could all benefit from this. I'm guessing!!!!! The same stuff you use to clean your PC and smart phone screen. Again that is a guess!!

SuUp's got a point. I'd actually see about using some of that high pressure air spray stuff you use to clean computer components and the like. Otherwise I'd use a very lightly dampened cloth and then a dry one to shine 'er up. Just a couple ideas, take them with a grain of salt!

If the thing is made of brass or similar, and is tarnished as you describe, try Twinkle brand copper cleaner ( it also works on brass) I use it daily on my copper bottomed pots and pans with excellent results , I don't think it will harm the aluminum parts, just do your best to avoid the aluminum to be on the safe side, use a damp cloth to remove the cleaner instead of rinsing of course.

I say this because I don't think an alcohol based cleaner will remove tarnish. An ammonia based cleaner might though I have no idea what that does to aluminium.

Maybe Saber Forge themselves would have a suggestion if emailed.

Be really careful with metal polishes around colored metal. Metal polishes are mildly abrasive and will remove powder coating and anodizing - which is most of the colored metal finishes on a Saber Forge hilt.

If the brass piece is really brass and the tarnish actually discolored metal, you should be fine using a metal polish to get it back to a bright yellow shine. If, however, it's yellow-anodized aluminum, then you've probably just got some built up dirt that can be cleaned with a non-abrasive solvent like rubbing alcohol.
