I have looked at many helpful topics that have given me what I need to get to build my saber. However, I have a questions about timing shim rings. Are they really needed and if so is there an alternative that I can get at a hardware store?

You can try O-rings from the hardware store. I use both O-rings and the timing shims where necessary. I prefer the O-rings if there is significant amount of alignment needed, so the gap at least might look matching to other hilts pieces with a black strip of the O-ring. It's personal preference. Timing shims tend to leave a noticeable gap if you use multiple pieces.

Yes as Execute66 said
O-rings they lock the pieces in place very well no need for thread locker or glue to hold Pieces, with the added benefit that you can still undo parts if you ever need to
